Benjamin Brahmer 79e469fd33 Refactor News documentation with mkdocs and mkdocs-material

- move all pages to new structure
- use gh-pages to host html version
- use github actions for automatic build

Nextcloud News app

We need help with the frontend, check the issue tracker if you are interested!

The News app is an RSS/Atom feed aggregator. It offers a RESTful API for app developers. The source code is available on GitHub
